The Punjab and Haryana High Court has partly allowed a petition filed by Nirmal Singh, a retired employee of PUDA, in a dispute arising out of departmental proceedings, promotion benefits and delayed retiral dues.

The petitioner had challenged the punishment order dated 17.10.2018, by which he was awarded stoppage of one annual increment without cumulative effect, and the appellate order dated 22.06.2019, which modified the punishment to censure. He also sought arrears of salary and other benefits of the promotional post of Head Draftsman from 20.01.2015, along with interest on delayed payment of gratuity, leave encashment and CPF.
