The Punjab and Haryana High Court has granted regular bail to a man booked under the NDPS Act, holding that prolonged pre-trial incarceration cannot be justified when the trial has made little progress. Justice Virinder Aggarwal said that the constitutional right to a speedy trial under Article 21 remains paramount, even in cases involving serious narcotics allegations.
