P&H: Quashes Proclaimed-Offender Order Against NRI, Citing Defective Service

The Punjab and Haryana High Court has set aside an order declaring Parwinder Singh Sangha a proclaimed offender after finding that the trial Court had not properly established that he was absconding or concealing himself. Justice Manisha Batra directed him to appear before the trial Court within three months.

Sangha had asked the High Court to quash several orders in a criminal case, but his counsel limited the request to the 2010 order declaring him a proclaimed offender. The case arose from an FIR registered in 2007 under provisions of the Indian Penal Code relating to assault and unlawful assembly.
