The Punjab & Haryana High Court has ruled that the National Human Rights Commission (NHRC) is a recommendatory body and cannot issue binding directions. Quashing orders that had mandated transfer of a criminal investigation and disciplinary action against several officers, the Court allowed the compensation already paid to the complainant and his father to be retained.
